Do Health Department Rules Apply to Apartment and HOA Pools?
They often can. The word "public" does not necessarily mean a city-owned swimming pool. Depending on local definitions, pools at apartment complexes, condominiums, homeowners associations, hotels, gyms, schools, clubs, and similar facilities may fall under public or semi-public aquatic-facility regulations.
Property managers should verify the facility's legal classification rather than assuming that restricted access makes it a private residential pool.
